Work Permit System at KAUST
The Work Permit System is designed to ensure the safety and compliance of all high-risk work activities within KAUST. Here, we outline what a work permit entails, its necessity, the types of permits available at KAUST, and the process for becoming a certified issuer or receiver of work permits.


What is a Work Permit?
A Work Permit is a formal document that grants written permission for authorized parties to carry out high-risk work at KAUST. It details the work to be done and the safety precautions to be taken, ensuring that all hazards and risks have been identified and appropriate precautions defined.


When is a Work Permit Needed?
A Work Permit is required for any high-risk work activity at KAUST. This includes tasks such as hot work, work at height, confined space entry, electrical work, excavation work, work on high-pressure systems, lifting operations, and road closures.


How to request Work Permit

Work Permits are administrated using the HSE web-based safety management system. The Receiver requests the Work Permit from the Issuer and provides the information for their assigned activity. The issuer will review and add any additional precautionary measures and request work permit in Salute through Safe Working Authorization (SWA). The Issuer will fill out all the details about the activities agreed upon with the Receiver and upload all relevant documents related to the activity.

Certified Issuer and Receiver

  • Work Permit Issuer: Qualified individuals authorized to issue work permits within their area of responsibility.
  • Work Permit Receiver: Qualified individuals authorized to receive work permits within their area of responsibility.

How to be a Certified Issuer or Receiver

To become an issuer or receiver of work permits, individuals interested in the role must apply for the Work Permit Training Program and obtain approval from their manager. This program entails classroom training delivered by HSE. At the end of the training session, candidates will undergo a comprehensive test to demonstrate their understanding of the course material. Successful completion of this test is necessary to obtain certification as an Issuer or Receiver. For detailed application procedures, please refer to our [Work Permit Training Procedure].

The Issuer and Receiver Recertification Process

Receivers and Issuers who are due for recertification will be required to complete the HSE recertification module (Online). The recertification module can only be completed by Receivers and Issuers who have already completed the full certification process as for new applicants. The recertification card will be valid for two (2) years from the date of issue. When the recertification cycle expires, Receivers and Issuers will be required to complete the full certification process for new applicants. Failure to recertify within the specified timeframe will require undergoing the full certification process again.

How do I register for the work permit training?

To register for the training, please contact the authorized person in your department.

When will I receive the recertification certificate?

The recertification certificate is issued upon successful completion of the training. You can print it at the end of the session.

When will I receive the work permit certificate for the classroom training?

The work permit certificate is issued upon successful completion of the course. HSE will email you the certificate.

How long is the Issuer / Receiver certificate valid for?

The certificate is valid for two (2) years from the issue date.

How do I request a work permit?

Work permits can be requested by the issuer through the Safe Work Authorization platform.

What is the duration of the permit?

Permits are typically valid for up to a maximum of 30 days, unless otherwise approved by KAUST HSE.

How do I present the work permit certificate for validation during an inspection?

A valid certificate can be presented at the site or during an inspection. Both soft and hard copies are acceptable.

Where is the Work Permit Control Office located?

The three authorized Work Permit Offices in KAUST are: Campus, Community, and Central Utilities Plant. These offices are responsible for reviewing, coordinating, and forwarding work permits for approvals.

Hot Work

Hot Work is defined as cutting, welding, soldering, and brazing operations for construction, demolition, maintenance, and repair activities that involve using portable gas or arc welding equipment. Using this equipment for cutting and welding can introduce significant fire hazards into KAUST facilities.
